This is how it is done:

First men across are you and Two minutes. Travelling across takes...	2 minutes
You come back with the torch, adding...	1 minute
Five and Ten minutes cross together, adding...	10 minutes
Two minutes comes back to you with the torch, adding...	2 minutes
You and Two minutes cross together, adding ...	2 minutes

Total time	17 minutes
You are now on the far side of the bridge and can cut it to prevent the enemy crossing.
