2. Chair informed PMs that the speaker from the London Ambulance Service was unable to attend due to personal circumstances and has been invited to attend the July meeting. I

Amendment Item 2" Presentation by S.E" -
Questions from Panel on page 2 regarding Northwood & Pinner Community Unit
This should read -'volunteers are currently used at police stations could this be a possible way forward for the Community Unit?'

Minutes were agreed & signed as correct.

Item 2 Presentation by Head of Local Community Nursing Services in Hillingdon.

Re: Letter to Director HPCT and her response - Panel Members welcomed the decision to lift the freeze on 20 District Nursing posts to cover the whole of Hillingdon.

Car parking facilities at Hillingdon Hospital ( PM)
Public Patient Involvement (PPI) (PM)

6)Update on:

a) Transfer of Mental Health Service to CNWL NHS TRUST.

Provision of Mental Health Services for Hillingdon transferred to the
Central North West London NHS Trust from 1st of April 2006. Mental Health Services are still commissioned by the HPCT who will continue to hold overall responsible for the service.
Associate Managers previously appointed by HPCT have been invited to continue their role as part of CNWL (NB. 2 Panel Members are now
Associate Managers with CNWL)

b) Support for Northwood & Pinner Integrated Development.
The Panel expressed an interest in offering support to the work of the Unit. PM informed the Panel that the Unit is very well supported and the Volunteers Scheme is well organised.
Concern remain regarding the number of bed vacancies in the male ward, whilst the demand for female bends remains high.

Update from Residents Associations

i) Eastcote R. A. (PM)
Funding received for Treatment Centre
Residents very concerned regarding PCT Deficit

ii)Harefield R.A. (PM)

PM attended SHA meeting regarding the final Report on the enquiry into the proposals that had been put forward for the transfer of Specialist Cardiology Services to the Paddington Basin. The report was extremely damning, although the future is looking much brighter for Harefield with a Review now taking place for the refurbishment of the Hospital, funding of £20m to be made available. Suggestions for Harefield to become a Foundation Hospital offering cardiology and cancer services.
Speaker for RSA Meeting on 18th May is the Chief Executive HPCT on
“The Future of Cancer Services at Mount Vernon.” Chair of Public Panel invited to attend)

iii) South Ruislip R.A.

2 Panel Members now attending meetings

All members from South Ruislip invited to attend presentation at Community Voice meeting by Dr Goodie C.E of NWLSHA . .
Panel Representation still needed for Ickenham RA.

d) Community Voice. 3 Panel Members attend Community Voice..

i) Presentation by Dr Goodier was disappointing, mainly a financial presentation of NWLSHA & distribution of funding within SHA.
No further information on future of Cancer services at Mount Vernon.
ii) Chair of Community Voice has arranged for volunteers to time journeys to Hatfield & to Hammersmith - awaiting results.

Update from PCT Board Meeting. Chair of PPattends

i) Staff Changes - New Chief Executive &
Directory of Recovery now in post.
ii) Chair HPCT has resigned replaced by -NED with Board. 2 new NED's to be appointed.
iii) Proposed site for Ruislip Ambulance Station at rear of Pembroke Centre in Ruislip Manor.
iv) Dental contract -43 contracts have been signed -update at May Panel Meeting
v) Mount Vernon -
Burns & Plastics - West Herts not closing on 1st April, use of locums. Plans for a 'hub & spoke model '. Hub possible sited at Royal Free. Spoke at Mount Vernon. Plans to refurbishment existing buildings.
Ambulatory Radiotherapy Review.- Report to be finalised and presented at future Board Meeting. Draft Report not available to public until after consultation in April. Outcome expected to favour service provision from Hatfield & Hammersmith.
vi) Chair offered Members copies of the:
'Health & Social Care Overview Scrutiny Committee Report ' presented by Cllr Catherine Dann, expressing concerns regarding the PCT's financial deficit & the impact this could have on Hillingdon residents, particularly the most vulnerable.
'Mental Health Act Commission Annual Report presented by Steve Klein.The Report indicated that Staff at Hillingdon are stressed and the buildings are inadequate & overfull- i.e. Frays Ward is running at 11O%-12O% occupancy.

7 Discussion on:
a) Core Brief for February/March:
Panel finding Core Briefs very satisfactory and keeping them up to date with latest PCT information
b) Public Health Reports.


Chair reported that their had been no reply to her letter to Director of Public Health in response to the queries raised by Members regarding the Annual PH Report 2005, This was unsatisfactory Chair to complain!

c)Joint Meeting with H & H P.P.- 4/5 Members expressed an interest in
attending this meeting. Fiona Millar to send out Agenda & Map for Venue.

d) Chair gave a brief presentation on the paper by Fiona Millar "How well do public panels in Hillingdon PCT influence decision - making?"

8. A.O.B

a) Car Parking Facilities at Hillingdon Hospital.
Chair raised concern over the totally inadequate parking facilities at Hillingdon Hospital. The Hayes & Harlington Public Panel have also raised this matter.
Patients are queuing for up to 1 1/2 hours, causing distress & missed or cancelled appointments. Panel to discuss with H H Executives.

b) PPI -
PM updated the Panel on the work of the PPI:

All signs at Mount Vernon are to be update.
Mount Vernon received an excellent report on the standard of cleanliness at the hospital.
Hillingdon PPI having a stand in Uxbridge Town Centre 14th March.
Public Meeting at Civic Centre on 28th March, Comm R. 6 11am.

Date of next Panel meeting: Tuesday 16th May 2006 7.30pm to 9.30pm in the Board Room, Mount Vernon Hospital.
